Atomically discards the resident continuation without changing the CFI key.

Atomically sets LPC and LPA to zero. CLRLINK is unprivileged, idempotent, performs no memory access, and leaves LKL and LKH unchanged. It abandons a resident continuation without authenticating or returning through it.
