Interleave even-position predicate lanes from two sources.

PTRNLO selects the even-position significant predicate lanes for the chosen B, W, L, or Q width from each source. For each selected source position in increasing order, the corresponding even result lane receives the left source value and the following odd result lane receives the right source value. The complete destination predicate image is written, and every bit outside its significant positions is cleared. The operation leaves FLAGS unchanged.

New Pd interleaves even-position typed predicate lanes from Pa and Pb. Each local pair follows the same mapping for any VLEN.
