Atomically install an absolute deadline and interrupt identity.

TARM atomically installs the absolute deadline from the first Rn register and the interrupt identity from the second. The identity must be in the implemented range 1 through ICAP.MAX_ID; otherwise TARM raises INVALID_CONTROL_SELECTOR without changing timer state.

The signed modular distance from the current timebase to the supplied deadline determines whether the deadline is future. A positive distance arms the timer and replaces any prior arm. Zero or a negative distance immediately posts the identity to the executing logical processor's interrupt file and leaves the timer disarmed. TARM does not clear pending state posted by an earlier expiry and does not order memory operations.
