Restores the base user-state record.

RESTORE reads one 200-byte base user-state record from the address captured from Rn before the instruction executes. The address must be 8-byte aligned. It validates every GS image and the FLAGS image before atomically replacing R0 through R15, GS0 through GS5, FLAGS, LPC, and the complete opaque LPA image.

RESTORE does not read or change supervisor or extension state. Any address, access, or validation fault leaves architectural state unchanged.
