Atomically disarm the current deadline timer.

TCANCEL atomically disarms the executing logical processor's deadline timer. Executing TCANCEL while the timer is already disarmed is a valid no-op. TCANCEL does not clear or claim any pending interrupt-file identity and does not order memory operations.
