Synchronize one cache-maintenance block for local instruction fetch.

Computes and translates the address-role EA, writes dirty data for its CPUID-sized maintenance block into normal-memory coherence throughout the coherence domain, invalidates the executing logical processor's matching instruction, decoded, and prefetch state, and serializes later instruction fetch.
