Restores the floating-point user-state record.

FRESTORE validates the complete 192-byte source range and its bitmap before atomically replacing floating-point user state. A clear bit installs the corresponding initial value without reading that payload slot. An all-clear bitmap makes the floating-point state clean; any set bit makes it modified.
