Sets predicate positions from the count remainder through the final lane.

PHEAD computes the selected-element lane count and starts at the unsigned Rcount remainder modulo that count. It clears predicate positions below the start position and sets positions from the start through the final lane.

With count 3, PHEAD.W sets the significant predicate positions for logical lanes 3 through the scalable lane-count endpoint and clears all other bits.
