Sign-extends B or W source elements to L destination elements.

VEXTSL sign-extends the selected B or W source element into its L destination container for each active governing-predicate position. An inactive destination container retains its previous value. The operation leaves FLAGS unchanged.

Each active longword container sign-extends its low source word, while inactive containers preserve the old destination value.
